CS FOR HOUSE JOINT RESOLUTION NO. 23(FSH) Relating to                          
the North Pacific Fishery Management Council's inshore/offshore                
allocations and the Western Alaska Community Development Quota                 
Program, was read the second time.                                             
                                                                               
Senator Halford moved and asked unanimous consent that CS FOR                  
HOUSE JOINT RESOLUTION NO. 23(FSH) be advanced to third                        
reading and placed on final passage.  Without objection, it was so             
ordered.                                                                       
                                                                               
CS FOR HOUSE JOINT RESOLUTION NO. 23(FSH) was read the                         
third time.                                                                    
                                                                               
Senator Rieger moved and asked unanimous consent that he be                    
allowed to abstain from voting due to a conflict of interest.                  
Objections were heard.                                                         
                                                                               
Senators Halford, Zharoff, Leman, Hoffman moved and asked                      
unanimous consent that they be shown as cross sponsors on the                  
resolution.  Without objection, it was so ordered.                             
                                                                               
The question being:  "Shall CS FOR HOUSE JOINT RESOLUTION                      
NO. 23(FSH) Relating to the North Pacific Fishery Management                   
Council's inshore/offshore allocations and the Western Alaska                  
Community Development Quota Program, pass the Senate?"  The roll
